Any police officer who thinks it's okay to handcuff and pepper spray a 9-year-old. Not if she's black, not if she's a girl, now if she's a boy, any police officer who thinks it's okay to pepper spray a child needs to not be a police officer.

I think it is important to distinguish between the patient cops and the man at the end who puts in his gloves in prep to pepper spray.
