I’m interested to know how the Q isn’t effected... where exactly are these signal problems if two trains share a line and only one is stuck

Q trains are local in Brooklyn so they can proceed to the next local station unlike the B train where it is an express train. If your B train departed Kings Hwy the your train would be stuck in between stations on the express track which is why it is staying at Kings Hwy.
