unfortunately, changing the qualifications will ensure that less qualified people will make the force-not good idea

Well this is absolutely true, because a starting salary for the NYPD is much lower than let's say a Manhattan doorman or janitor salary. Meanwhile in counties such as Suffolk or NASA the pay is much bigger and job less dangerious.
