    Why is U.K. Treasury unable to back more energy saving - the only action that can wean us off Russian gas this year? They can’t get on a war footing when there is an actual war playing out in front of their eyes

    The focus on supply also overlooks the urgent need to help lower-income households reduce energy demand. Soaring energy prices have thrown the UK's poor record on insulating homes into sharp relief - with this issue particularly acute for poorer households in London.

    Families in poorly-insulated homes are set to see energy bills rise by £320 a year more than those in similarly-sized C-rated homes. Using ECO to boost funding for improving energy efficiency would be well targeted, with more than a fifth of England's poorest households eligible.

    Impressive detail in Dutch insulation programme this morning. Includes district wide approaches led by municipalities, support for landlords and DIY installs, plus a coordinated national advice campaign to reduce bills and fuel poverty.

    The plan sets out 4 combined approaches to insulating 2.5m homes by 2030 (machine translation below). Nice combination of area-based, individual and collective approaches. 3/7
