Microsoft *is* planning to have the Windows 11 taskbar drag issues solved. Undocked taskbar already supports this, WindowsUdk however restricts it behind some features not being 'supported'.

for now there is no taskbar in 11 (except the legacy one of course) dock is not a taskbar, left aligned dock neither
