      Birthright citizenship is guaranteed in the U.S. Constitution, under the 14th Amendment. Its first sentence: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

          "and subject to the jurisdiction thereof" The children of diplomats are explicitly exempted because of the above clause. There is nothing that prevents others from being exempted legislatively.

          They are explicitly exempted bc they are NOT subject to the jurisdiction of their country of residence due to the diplomatic immunity. The rest of the immigrants, no matter how they entered the state, do not benefit of that immunity and hence are subjects to the US jurisdiction.

          Physics geek will try make immigrants immune to prosecution to try to get them not to be citizens. That’s going to be fun when you try to deport someone but have made them not subject to US jurisdiction!
