        Actually, yet to be revealed whether they were functioning bombs. So, for now, the responsible reporting is suspicious packages or potential explosive devices.

        For the one for John Brennan (c/o CNN), https://nypost.com/2018/10/24/bomb-sent-to-cnn-came-with-envelope-of-white-powder/ … They point out that it was actual explosives but that it lacked an ignition source which mostly points to someone who doesn't know what they're doing rather than someone who isn't intending to harm.
