The regulatory document, the Colorado River Compact, is pretty specific. Who gets water, and for what purposes, has limited negotiability. John Wesley Powell himself questioned whether the Great American Desert could ever be populated, due to lack of water. History plays out!

There is less rain than ever. Do the math. The reservoir system never had enough water to meet all its commitments. The 50s were unseasonably wet and climate change accentuates the longer term trend of less and less precipitation.

Easy fix. Dam the river before it leaves the state of Colorado and let the other states figure out their own problems. The river belongs to Colorado and we’ll create our own new reservoirs for our residents. Blah blah blah state rights.
