Well seattle has 12k homeless and it’s cold and wet, so maybe location is important but not for why you think. Big $ leads to inequality. Rent control now.

Help me understand if I'm wrong here, but isn't the primary problem that there's an insufficient supply of housing in these locations? If so, how would capping rents increase the supply of housing?

Rent control is not the answer building enough affordable housing is. There are many way to tackle this. Housing is complicated and going after laws and political means to get this accomplished.
