I wasn't avoiding engaging with Scott's argument, which he surely knows. The point is that there's a major difference when you have buy-in from the US Congress.

I'm not sure Congress would be willing to approve many international agreements if they can avoid it at all. Congressmen and Senators would rather let the president own it in case it doesn't work.

Which is to say, I expect most of these sort of deals to be of the Executive variety...and the world should know those have a shelf life of less than 8 years.
