There is no AUMF for attacking the Syrian government. Congress refused to vote on one in 2013 and hasn’t revisited the matter. While the US wants Assad to go, there is no participant in the Syrian civil war who the US wants to replace him.

Does the US want Assad to go? Sure, it’d be nice if Syria transformed into a stable, multicultural, multi-confessional democracy. But since that’s not happening, many Americans seem okay with old school “hey, the dictator provides stability” logic.
