Don't you think a law that protects a special counsel in the way that Democrats and some Republicans want would have ramifications down the road, if/when something like this happens again?

I don't think so. Congress wrote the independent/special counsel laws, and can appoint a special counsel and set an investigation's parameters. Protecting a DOJ-appointed special counsel is basically the same as exercising that power. What did you have in mind?
