I know the Post Office makes money off Amazon. You know the Post Office makes money off Amazon. The entire fact-based community (of all political persuasions) knows the Post Office makes money off Amazon. But now millions of Americans "know" Amazon's packages rip off taxpayers.
Read the sentence immediately after that one. Also, "true cost" in that context is being defined expansively to include covering for other expenses. Think of it this way: if the post office stopped shipping packages, would they become more or less solvent? (The answer's less).

You left out "loads incremental benefits costs onto the USPS’s parcel business." That's the key. It means revenue from packages doesn't cover the cost of shipping + benefits. It more than covers the cost of shipping. Eliminate parcels, and benefits problem gets worse, not better

It depends on how much they would have to spend in order to increase capacity. Certainly it would be simpler to charge market rates.
