Sounds like you'd recommend the 5th option--let the suspect go and focus on defense. That's an alternative too. Not all options involve active force.

Why 'let the suspect go'? Why not try them? They've already got lawyers, in a way; if the government thinks they're "terrorists", then let the government prove it. That's America, right? —government of law &c?

To try them, you need to arrest them first. Or you could try in absentia, but then there’s still the question of what to do after. What to do about a convicted-in-absentia suspect has the same challenges. Capture, kill, or let go?
