I recall reading someplace that terrorism is a tactic that an opponent of the ruling order would employ, with the objective of instilling fear in the population. Does that aspect figure in your definition as well?

I teach it that way, and argue terrorism is a strategy of non-state actors--except in rare exceptions, such as states sending operatives to act like terrorists, which proves the rule--but that aspect of the definition is more controversial than defining terrorism as political.
