1. Yes, but you don't get to tell the community affected whether or not what they're experiencing is terrorism or not. If they're living in fear, if they're afraid to do things that most of us take for granted that's a community under siege.

2. In other words, that's terrorism (can you deny the point was to create fear within the community?). The motivation is important, but not knowing it doesn't diminish he effects of their actions.
