It’s noted that Trump’s threatening posture is the reason Kim is coming to the table now. But isn’t it as equally likely now because he knows Trump is at a nadir of public support, has many looming scandals, and he (Trump) is therefore in his weakest negotiating position?

Honest question - hasn’t NKO made offers to meet before to other administrations? Maybe what’s new is Trump’s willingness to deal face to face. Considering his hubris and lack of self awareness, I shudder to think of any deals he would offer.

Yes. North Korea goes back-and-forth between hostile and calling for meetings (usually aiming for a bribe to stop acting hostile). But this time they made more conciliatory gestures in advance.
