Because they finally understood that their comms were being intercepted? That seems likely impetus for Jared’s convo w kislyak, asking if they could set up secure comms via RU embassy.

That's not impossible. I don't know, of course. But the simpler explanation is they didn't have good lines of communication set up yet, so they tried to set them up. And, being inexperienced amateurs, tried in an amateurish way.
