I asked my IPE colleague about that 25%, and he said he doubts that the differential on the global market is 25%. He thinks it's way too high

I remember an IPE paper that talked about strategies of setting tariffs on strategic goods, & it's a 2-stage mechanism. 1st, you set a low tariff to signal intent + invite negotiation. If that doesn't work, you go higher incrementally, especially for economies of scale like ours
