A lot of manufacturing is automated and more will be soon. The good log-term solar jobs are in distribution and installation, and those can’t be outsourced. Artificially raising prices hurts both consumers and jobs.

Although I think this is equal parts pandering to the base base and crony protectionism, I can't help but wonder how well Trump did among people employed in the solar power industry... and how well he did among those who'd been laid off and suffered economic uncertainty.
