Why would a hypothetical tyranny that's so terrible Americans take up arms against it follow the law? (Also, that law applies to civilian law enforcement, not responding to armed revolution. But still, the first point holds).

Yes, I was agreeing with you. Civilians don't need military weapons, hunting rifles and maybe shotguns is about as much as a reasonable person would need and even about 85 percent of the population would be fine without even those

There is a tipping point. Some civilian insurgencies have succeeded when military personnel have joined the fight. If things get bad enough, it can happen. Not wishing for it though. The odds of a succeeding govt being as benign as the 1789 one are small.
