It's another instance of norms, not laws. The president has the power to share classified information at will. Therefore, the government can deny various individuals a formal security clearance, but cannot prevent the president from giving them access to the info if he wants to.

Also classifications differ wildly based on who grants them, and legislative side clearance procedures are different (bc of constitutional considerations, I've been told). It's a big complicated world.
