A plus for food stamps—besides helping people get food—is customers for local businesses. In that way, food stamps provide economic stimulus for areas with higher levels of poverty, helping those communities retain stores. Packages don’t do that.
A wash nationally, perhaps. But not locally. Stores may have trouble staying open in poorer communities if many of their customers disappear because they lose SNAP and start getting food shipped in from elsewhere.

Ya, there could be negative local consequences - food deserts made worse. If Dems had suggested this idea, Repubs would have condemned it as socialist overreach. I see potential in the concept, but it depends on the goodwill of the government implementing it.
