It's even worse that that. The Nunes Memo clearly misleads by ripping Comey's phrase "salacious and unverified" out of context. He first used it in his written statement (which is also testimony), and then again, in less specific contexts when replying to senators' questions.

I think you’re right, and this is one of the places where Nunes’ memo is misleading. However, even assuming the memo is entirely accurate, this part makes no sense. The FBI hiding something from the president-elect that concerns him would be bad. Telling him isn’t.

Yes, totally agree. I think all they're trying to do is cast the entire dossier as "salacious and unverified," and therefore unworthy even of mention. That's not how the real world works.
