Maybe. The FBI never said. But they did conclude there wasn’t any evidence in the emails on Weiner’s computer. Still publicized that they were investigating it before examining the evidence. (FYI, I defend that decision. But still, it’s not what a pro-Hillary conspiracy does).

I thought Strzok was the one who changed the wording on the Comey statement which changed the accusation from "negligent" to "irresponsible".

The first statement in July, yes. Then he argued in favor of announcing the reopening of the investigation in October and drafted the letter that informed the public.
