Don't know. I've seen reports calling on Ryan to release it--which is ridiculous, because the committee could do it without him, or any individual rep. could legally read it aloud on the House floor, but that's a separate discussion--but not reports about Ryan reading it (or not)

There's no doubt there really is a memo. But it's just things Nunes wrote. The important question is whether his claims are substantiated by evidence.
