Businesspeople rely on government. If someone breaks a contract, the wronged party can sue, and the government enforces the verdict. (Or they can use bankruptcy laws to screw their partners, and the government won't allow violence in response).

Yes. The courts are a branch of the government. (And they rule based on laws passed/signed by the other branches).
