Many regime critics, both inside and outside Iran, make this argument because trying to blame foreigners for domestic problems is one of the mullah's go-to moves. But since you disagree, and you're so familiar with it, you surely have a well thought out reason why it's incorrect.

Yes, because until now the regime wasn't blaming outsiders? I find it weird that some regime "critics" always fall on the side of coddling the regime.

They always blame outsiders. Part of reason people are protesting economic conditions now is the scapegoating isn't working as well. They promised big economic gains after the nuclear deal, but average Iranians haven't seen it.
