Stop calling the tax bill undemocratic. Yes, I know polls say it's very unpopular. And no, I don't think it's good policy. But elected majorities in the House and Senate voted for it and the president signed it. We don't govern by public opinion poll.
Are we sure they’re not? Accounting for voters’ issue rankings, reps can represent the median voter in general without representing the median voter on a given issue Also, it has to be median on Election Day, not any given day (Gerrymandering’s problematic, but you said district)
