His base still loves him, and I can't see anything changing that. But I think you're right that he's not attracting many voters outside his base, or motivating many people who wouldn't be motivated already. A lot has changed since 2016.

Agree his base will never leave him. Don’t understand their rabid loyalty but go them! I don’t think at this point he is helping anyone he campaigns for. 2018 will be interesting.

It'll probably end up costing about the same as any other presidential travel, such as to his private properties, so I don't think the campaign travel will spend substantially more or less than he would have spent otherwise.
