That's a reasonable counterargument. I guess I'm skeptical that constituent pressure would have changed two Senators' minds in this instance.

I think that is right as well. But, options limited and best chance, probably.

It's not law yet. Except for the unlikely event that the House agrees to pass the Senate bill word-for-word, there will be another vote on the conference bill. It has to pass both houses. If constituent pressure will work, there's still time.

True enough. Perhaps Collins and Flake will be angry when they are betrayed and don’t get what was promised. And more time for public pressure.
