Combining Trump's public statements, leaks, and public complaints by Members of Congress, I feel confident that it's ignorance, not secrecy.

But if it were secrecy, that'd be really problematic. Why taxpayer money should go towards something shouldn't be hidden from the taxpayers.

That doesn't help adversaries in any way. If it's deliberate secrecy rather than ignorance, it's incredibly undemocratic.

You also have to factor in that Trump sees a "stronger military" as a reflection of how "POWERFUL" he is. Remember he wants military parade!
