        It's terribly written. Odd use of commas, confusing clausal structure. For otherwise great writers, this was a flop. Could've been clearer.

        Appears to mean that the people have a right to keep & bear arms as part of a well regulated militia which is necessary 4 a states security

        “Well regulated MILITIAS.” What “militias” does it refer to ? Southern slave militias, paramilitary units of the Southern states.
