Attempt to duck criticism/blame Congress while pleasing hardliners. I doubt they'll pass a comprehensive bill. But I'd love to be wrong.

If T didn't cancel, eventually a court would have ended it and there would be an immediate mess. This is actually the least Trumpian out.

Responsible would be studying the issue, consulting Congress, and preparing legislation first. No sign the administration's done any of that
