It's only been "popular" for three months. Was drowning until then, barely has its head above the water now.

But the taxes, subsidies, premiums and deductibles didn't change, so it's hard to say that's the cause.

Fear, pretty much. People hated Ocare for what it changed. Now it's what's there, so people don't want it to change.
