Asking "who benefits?" is a terrible way to figure out who was behind an act of political violence. Almost guaranteed to send you off in wrong directions. Many figures try to exploit tragedies after they happen, despite nothing to do with causing them. And attacks often backfire.

And terrorists are often too mentally unstable or stupid to make rational judgments about the consequences of their attacks.

That's one of the big reasons why attacks sometimes backfire. It's extremely difficult to predict exactly how people and governments will react to violence.
