Targeting a political figure is not necessarily terrorism. For example, Jared Loughner targeted Rep. Gabby Giffords and killed a judge. But he was schizophrenic and attacked Giffords because he believed she snubbed him at a rally years ago. Personal, not terrorism. 3/x

We don't know who sent the bombs yet. There's nothing lost--absolutely nothing--in waiting a few days for law enforcement to investigate. (END)

Also iirc a couple cases of people framing other people? Where the notice was personal, not political?
-
Framing as terrorism, you mean? Do you have a specific case in mind?
-
I’m trying to remember, and was being lazy... let me poke around.

Maybe it was this? I feel like it was different so maybe another.https://www.cbsnews.com/news/fbi-shannon-richardson-tried-to-frame-husband-for-ricin-letters-sent-to-obama-bloomberg/ …
-
Huh. That's an odd one. Though it seems she really did attempt terrorism--just with the added wrinkle of trying to get authorities to blame her husband instead of her.

Two birds with one stone!

Question, if it was mailed, wouldn't it likely have been heavier than 13 ounces. Isn't it a rule that it be returned, rather than sent?
-
That's the rule for dropping something in a mailbox. But you can send heavier packages through the mail if you go into the post office in person (another line for investigators to follow if any were mailed).
-
Thats what I thought, that seems a bit risky. If you hand it to someone, aren't they likely to read the return address?
