So, society would work with "guilty until proven innocent" in all but criminal trials? How would that work? How is an accusation of sexual assault a political question, and not a criminal one?

I may be wrong, but I thought there was no statute of limitations on the purported crime in the jurisdiction it supposedly took place? And, how will society work again, with a presumption of guilt?

Yes. Beyond a reasonable doubt is extremely difficult in international relations. National security decisions almost always have to be made with much less info. Stopping active terrorist plots, for example.
