Maybe base voters make up a different percentage of the Republican and Democratic parties, so a base activation strategy works better for one than the other.

There’s also the difference between bases. IIRC there’s research showing democrat voters reward working across the aisle whereas GOP voters punish it. Leading to effectiveness of base mobilization perhaps
