a) Saudis wanted to take out Khashoggi quietly, badly messed up. b) Saudis wanted to kill Khashoggi loudly to send a message to critics ("this is what happens when you criticize MBS!") and possibly Turkey ("look at what we can do on your soil!") Has to be a or b. Neither is good.
That would be consistent with both options. a) Risk is lower than usual, because if it goes bad, the White House won't do anything. b) Time to assert ourselves forcefully. The White House is, tacitly or explicitly, giving us the green light.

I thought at first it was a) but am getting a sick feeling it might have been b), Worse yet, if that did prove to be true, the most we'd get from Congress is more furrowed brows and "concern."

From the Trump administration yes. But Congress seems to care. Many from both parties started the US down the path towards sanctions. We'll see.

It's all talk right now. I don't have faith they'll do anything to actually check this POTUS. Certainly not now, less than 4 weeks from an election. Yes, once upon a time they passed Russia sanctions, but that was a different time.
