Sounds much more like, in context, she was referring to defensive countermeasures. But it is a bit garbled.

Missile defense doesn't destroy missiles "before they're operational." I think there's a decent chance she misspoke. But the plain reading is an escalation of US posture, and if that's not what the United States intended, the ambassador and others should clarify.

You seem to think a diplomat’s job is to use language skillfully in order to manage relations with other states in a way that minimizes the risk of inadvertent conflict due to miscommunication. Oh, wait.

Oddly enough, I do. I also read somewhere that uncertainty is among the causes of war, and reducing uncertainty helps prevent it.
