Yes, that's a big one. There's also the charge that he abandoned missile defense in Europe when he expanded it, or that he "abandoned" the Saudis and Israelis when he was arming them to the teeth. Lots of examples

Saudi/Israel one very frustrating. More tension in the relationships than under other presidents, but Obama was still supportive. It was typically framed as "abandoning our allies," by which they meant doing what UK, France, Germany wanted on Iran, not what Israel, KSA wanted.
