Agree in principle re. not demonizing ordinary Russians, but difficult to not affect them given a number of intelligence officers are likely disguised as ordinary citizens touristing in EU. Are EU countries equipped to disrupt activities of Russian intelligence? Sweden isn't.

I'd add: indict and try individuals for the attack, in absentia if necessary.
Also, consider increasing military support for the Baltics, including something visible like military exercises. But that's riskier: danger of escalation in response.
