This makes sense in theory, but doesn't work in practice. I can't think of a single instance where aid was withdrawn and then the recipient said "okay, now I'll do what you want." Maybe some cases I'm unaware of, but it's not common. Usually, reaction is to listen less, not more.

It is Abbas's choice, to spend his resources feeding his people or funding terror. International aid should have been "mandated" for social services long ago, but has not been. Perhaps this will be motivation for that to change.

Sometimes a siege mentality can develop, but every time the US funds a Mandate, such as public education, it is usually taking existing funds and adding conditions to them. UNWRA could choose to reform, governments could replace UNWRA. These cuts are only a warning to reform.
