Punished by the government because he publicly criticized the government. It’s far from the greatest possible punishment, but it’s a punishment for speech. The biggest effect on free speech isn’t on Brennan, but lower level officials. I laid this out in detail in the article.

Angle one: Free speech doesn't mean speech without consequence, right? Angle two: Lower level officials should learn that advocating for overthrow of gov't might have consequences re: their govt provided clearance.

Angle one takes a principle from private actors responding negatively to someone's speech and misapplies it to the government. "Advocating for overthrow of gov't" is a bit much.
