CrowdStrike didn't just say "Dear FBI, it was Russia". They said "Dear FBI, here's the malware, we think it's Russia". In my experience the IC's typical response is "kthnx, we don't really care what you think we have our own malware analysts, but thanks for the malware samples"

My favorite part is their assumption that the FBI is CSI: DC. There are no other methods that might make the IC more confident in its assessment. After all, the NSA is just CSI: Maryland. So they need physical evidence to examine, and test for DNA or something.
