He’s arguing that the US shouldn’t try to discover or prosecute violations of US law by foreign intelligence operatives. More broadly, you may be right. But I don’t see how that’s a defense of ending the Mueller investigation.

Full disclosure, I didn't get a chance to see the interview with Rand Paul. If he is using the "we all do it" narrative as a means to end the Mueller investigation, it is a dangerous precedent. "Whatabouism" justifying a disarming of counterintelligence operations.
