Yes, American intelligence operatives violate foreign laws, and foreign intelligence operatives violate US laws. But that doesn’t mean anyone should roll over and take it. Crime + crime = 2 crimes. Not zero. US counterintelligence shouldn’t unilaterally disarm.

I don't think this is the argument he is making. Ron & Rand believe in non-intervention via entangling alliances and/or unilateral military action. Diplomacy, trade, and spying is common and less harmful than reliance on military to solve problems

He’s arguing that the US shouldn’t try to discover or prosecute violations of US law by foreign intelligence operatives. More broadly, you may be right. But I don’t see how that’s a defense of ending the Mueller investigation.

Full disclosure, I didn't get a chance to see the interview with Rand Paul. If he is using the "we all do it" narrative as a means to end the Mueller investigation, it is a dangerous precedent. "Whatabouism" justifying a disarming of counterintelligence operations.
