1 is worse because 2 implies that the individual has the potential to enter into an agreement because of self-interest. One example is Stalin allying with the West to defeat Hitler: Stalin, the person who once ordered the execution of 3000 people in one day.

Both can be true in the sense that he doesn’t (and never will) understand the value of NATO, AND has personal/personality-based (or worse) reasons to be undermining NATO. It’s the “or worse” for what he’s doing that I’m worried about. All of it is dangerous.
