I'm no expert, but wouldn't it be pretty standard for an intel agency to try to be generally connected with wealthy, politically connected people in target nations? Like, not just one carefully chosen person but as many as possible?

Exactly. Cast a wide net. Get contacts, and ideally leverage, with any wealthy, politically-connected people you can. Most won't be useful, but some will, and you can't really know which in advance.

Of course. That’s why a wealthy famous property owner who happens to be in Moscow is a much better target than some middle class rando who isn’t. I have no idea if Russia targeted Trump. I’m pushing back on the claim that Russian intel would never target someone with his profile.

They did also target Carter Page - but then lost interest for the same reason they wouldn't want Trump.
